I. Priorities and objectives of public policy

The priorities of the state policy in the fields of culture and tourism are established by the strategic documents and regulatory legal acts of the Russian Federation, the implementation of which made it possible to identify solutions to many problems in the fields of culture and tourism and solve some of them.

However, many of the problems remain unresolved, including:

lack of understanding in society of the strategic role of culture and the priorities of the state cultural policy;

a marked decline in the cultural and educational level of the population of the Russian Federation;

a significant number of historical and cultural monuments with a high degree of destruction, damage and destruction;

regional and municipal imbalances in the provision of population services of cultural institutions and tourism;

reducing the availability of cultural forms of leisure for residents of rural areas and small urban settlements;

the unsatisfactory state of the majority of cultural organizations administered by municipalities;

a significant reduction in the network of cultural and leisure facilities and the deterioration of the range and quality of services provided;

shortage of qualified personnel, primarily for restoration work on cultural heritage sites, in museums and libraries;

low wages in the field of culture and insufficient funding to support creative teams.

The main obstacles to the development of tourism in the Russian Federation are:

visa regime (the current procedure for issuing Russian visas to citizens of foreign countries that are safe in immigration terms, is a limiting factor for the growth of the incoming tourist flow);

low level of development of tourist infrastructure (insufficiency, and in some regions – lack of accommodation facilities for tourist class and leisure facilities, poor state of many tourist sites, lack of high-quality roadside infrastructure on almost all highways of the country, etc.);

the absence of the practice of creating favorable conditions for investment in tourist accommodation facilities and other tourist infrastructure by the constituent entities of the Russian Federation, as well as the lack of long-term credit instruments available to investors with interest rates that make it possible to recoup investments in the tourist and recreation complex in time acceptable to investors;

low quality of service in all sectors of the tourism industry due to lack of professional staff;

the imperfection of the legislation of the Russian Federation regulating the sphere of tourism;

insufficiently active promotion of the tourist product of the Russian Federation in the global and domestic tourist markets.

The objectives of the state policy in the fields of culture and tourism are (in accordance with the Strategy of the state cultural policy for the period up to 2030 and the Strategy for the development of tourism in the Russian Federation for the period up to 2020):

the formation of a harmoniously developed personality;

strengthening the unity of Russian society through priority cultural and humanitarian development;

strengthening civic identity;

the creation of conditions for the education of citizens;

preservation of historical and cultural heritage and its use for education and upbringing;

transfer from generation to generation of the traditional for Russian society values, norms, traditions and customs;

the creation of conditions for the realization by each person of his creative potential;

providing citizens with access to knowledge, information and cultural values;

integrated development of domestic and inbound tourism, taking into account the provision of economic and socio-cultural progress in the regions of the Russian Federation.

In this regard, the implementation of the state program of the Russian Federation "Development of culture and tourism" for 2013-2020 (hereinafter – the Program) will be implemented in accordance with the following key priorities:

implementation of the goals and objectives of the state cultural policy, provided for in the Basics of the state cultural policy and the Strategy of the state cultural policy for the period up to 2030;

the formation of a new model of cultural policy;

promoting the status of culture as a national priority;

preservation of a single cultural space on the basis of spiritual and moral values ​​and historical traditions of the Russian people as a factor of national security and territorial integrity of Russia, the preservation of a single cultural code of the Russian people;

the harmonious combination of the interests of national security, the unity of the cultural space and the ethno-cultural diversity of the country;

the implementation of value-oriented state cultural policy, which provides for the dissemination of traditional values ​​for the Russian society;

preservation of the cultural and spiritual heritage of Russia, the original traditions of its peoples as a world heritage, national wealth and the foundation of the unity of Russian society;

prevention of unlawful encroachments on cultural heritage sites;

stimulation of the interest of individuals and legal entities in the preservation of cultural heritage objects when they are transferred for use (rent) and property;

development and implementation of programs to support the cultural infrastructure of small cities and rural settlements that contribute to the development of the urban and rural cultural environment, including the creation of cultural development centers and cultural and leisure institutions in small cities and rural areas of the Russian Federation;

raising the social status of cultural workers (income level, public recognition);

improving the system of personnel training and their social security, as well as the Russian system of art education and science;

Priorities for activities in individual sectors of the fields of culture and tourism are described in the subprogrammes of the Program.

Activities for the development of cultural education are implemented in the framework of the state program of the Russian Federation "Educational development".

The objectives of the Program are defined by the priorities of the state policy, key problems and modern challenges in the considered areas.

Achievement of the objectives of the Program is supposed to be carried out by solving interrelated and complementary tasks, reflecting the established powers of public authorities in the fields of culture and tourism and oriented:

on the realization of the rights of citizens in the field of culture, established by Article 44 of the Constitution of the Russian Federation, which relates to strategic national priorities;

on the implementation of the rights of citizens related to the satisfaction of spiritual needs, familiarization with cultural and historical values, meeting the needs for health promotion, active and full rest, as well as for the approval of universal human values;

on the formation of political, regulatory, organizational, economic, financial, personnel, scientific, material, informational, methodological and other conditions necessary to ensure the sustainable development of the fields of culture and tourism for the period up to 2020.

The task of preserving the cultural and historical heritage of the people, ensuring citizens’ access to cultural values ​​will be provided through the implementation of subprogramme 1 "Heritage", as well as the federal target program "Culture of Russia (2012-2018)"which include:

rendering state and municipal services (execution of works) in the field of preservation of cultural heritage objects, library business, museum business (including museum-reserves), archival business, as well as services by parks of culture and recreation, zoos;

ensuring the activity of the property complex of federal state libraries, museums (including the federal state budgetary institution of culture "State Hermitage"), archives, as well as their restoration and repair;

implementation of measures to ensure the preservation of cultural heritage sites and the promotion of cultural heritage sites;

implementation of activities for the development of library, museum and archival affairs.

The solution of the task of creating conditions for the realization by each person of his creative potential will be provided through the implementation of subprogramme 2 "Art", as well as the federal target program "Culture of Russia (2012-2018)"which include:

the provision of state and municipal services (performance of works) in the field of culture, which will involve theaters, concert organizations and independent groups, circuses, cinemas, cultural and leisure institutions, children’s art schools (children’s music, art schools, art schools, dance schools and etc.);

maintenance of activities, restoration and repair of objects of the property complex of federal state theaters (including the federal state budgetary institution of culture "State Academic Bolshoi Theater of Russia"), circuses, concert and other organizations of performing arts, institutions in the field of traditional folk culture;

the creation of centers for cultural development in small cities and rural areas of the Russian Federation;

creating conditions for the preservation and development of performing and visual arts;

implementation of measures of state support of cinematography, contemporary fine arts, artistic groups, creative initiatives of the population, talents, prominent figures of Russian art, cultural workers, creative unions and cultural organizations;

holding large-scale events of national and international importance, dedicated to significant events of national and world culture, as well as measures to develop international and interregional cooperation in the field of culture.

To solve the problem of improving the quality and competitiveness of the tourist product of the Russian Federation in the domestic and world markets, it is planned to implement subprogram 3 "Tourism" and federal target program "Development of domestic and inbound tourism in the Russian Federation (2011-2018)"which provide for:

implementation of measures to embed cultural objects in the system of tourist activities;

a set of measures for the development of the tourist and recreational complex of the Russian Federation;

government support for the implementation of sectoral infrastructure projects;

introduction of state information system "Electronic voucher";

development of mechanisms for social tourism as a state and corporate support for tourist trips to the objects of cultural, historical and natural heritage of citizens with disabilities, the poor and other socially vulnerable groups of citizens;

development and promotion of cultural and educational tourism as a basis for the growth of enlightenment, raising the cultural and educational level of the Russian population (especially for young students), as well as for strengthening the position of the Russian Federation as an attractive destination in the eyes of foreign tourists;

implementation of measures to promote the tourist product of the Russian Federation in the domestic and foreign tourist markets;

ensuring the participation of the Russian Federation in international events and organizations in the field of tourism;

the creation and maintenance of the activities of the representative offices of the Russian Federation on tourism outside the Russian Federation.

To solve the problem of creating an enabling environment for the sustainable development of culture and tourism, it is planned to implement subprogramme 4 "Providing conditions for the implementation of the state program of the Russian Federation "Development of culture and tourism" for 2013-2020"which provides:

performance of state functions in the development and implementation of state policy, regulatory and regulatory control and supervision in the fields of culture and tourism;

implementation of measures to increase the remuneration of employees of cultural institutions;

implementation of measures for the development of information industry;

support of priority innovation projects;

systematic fundamental and applied research in the fields of culture and tourism;

supporting activities of the constituent entities of the Russian Federation and municipalities in the cultural sphere (consolidated subsidy), including measures to co-finance expenditure commitments of the constituent entities of the Russian Federation to develop cultural institutions and strengthen the material and technical base of cultural objects of the regions;

formation of a system of public control in the field of culture and organization of an independent assessment of the quality of service provided by cultural organizations;

At the level of the constituent entities of the Russian Federation, state policy in the fields of culture and tourism is being implemented within the framework of the relevant state programs.

The state programs of the constituent entities of the Russian Federation in the fields of culture and tourism specify the provisions and directions of development of the fields of culture and tourism, taking into account the specific conditions and available resources of the relevant region. This should ensure that their goals, tools and mechanisms for achieving goals, as well as target indicators and indicators of the Program, are consistent.

Information about the main planned measures of legal regulation in the implementation of the Program are presented in Appendix N 4.

At stage I (2013-2014) of the Program, the legal, organizational and methodological conditions necessary for the effective implementation of the Program are formed, including the improvement of the regulatory framework of culture and tourism, the organization and conduct of research and development in the field of culture and tourism , implementation of training and retraining of personnel, implementation of project management, information support of the Program, etc.

At this stage, it is planned to introduce innovations in the sphere of culture and tourism, ensuring access to modern standards of quality of services, modernization and development of the infrastructure necessary for the implementation of the Program, creation of conditions ensuring equal and free access of the population to the whole range of cultural goods and tourist services. Russia’s integration into the world cultural process will be intensified, and the positive image of the country abroad will be strengthened.

At stage III (2019-2020), the introduction of innovations and the modernization of the cultural and tourism sectors, the monitoring, control and evaluation of their effectiveness, the identification and implementation of the best Russian and foreign management experience in the fields of culture and tourism will continue.

Ii. Priority directions for the development of culture and tourism in the Far Eastern Federal District

The purpose of the implementation of measures for the advanced development of the Far East under the Program is to create favorable conditions for the sustainable development of culture and tourism in the constituent entities of the Russian Federation that are part of the Far Eastern Federal District.

Achieving this goal will be achieved by solving 3 tasks:

support for events of the constituent entities of the Russian Federation that are part of the Far Eastern Federal District and municipalities in the field of culture;

ensuring the development and strengthening of the material and technical base of regional and municipal cultural institutions, the creation and development of federal state institutions of culture and art in the Far East;

development of the tourist and recreational complex (tourist infrastructure) in the regions of the Far Eastern Federal District and the promotion of the Far East in the market of tourist services (including bundled products).

As part of the first task, support is provided to the activities of the constituent entities of the Russian Federation that are part of the Far Eastern Federal District for the development of cultural institutions, the acquisition of library book collections, and the connection of libraries to the information and communication network "the Internet"and also the support of the best rural cultural institutions and their workers. support of creative activity and strengthening the material and technical base of municipal theaters in settlements with a population of up to 300 thousand people;

support of creative activity and technical equipment of children’s and puppet theaters.

The specified activities in the planning period will be carried out under subprogramme 4 "Providing conditions for the implementation of the state program of the Russian Federation "Development of culture and tourism" for 2013-2020" using the mechanism of granting interbudgetary transfers to the constituent entities of the Russian Federation that are part of the Far Eastern Federal District, on co-financing terms (taking into account the maximum levels of co-financing of expenditure obligations of the constituent entities of the Russian Federation from the federal budget).

Also, the actions of the federal target program are aimed at solving these problems. "Culture of Russia (2012-2018)". For example, in 2018 it is planned to create a mobile exhibition project. "Alexander Nevskiy" in the Khabarovsk Territory.

The solution of the third task is carried out within the framework of the federal target program. In 2018, it is planned to complete the creation of the following tourist and recreational clusters:

"Island Big Ussuriysky – Shantary" – in the Khabarovsk Territory. At the expense of budgetary funds it is planned to create a complex of supporting infrastructure of the cluster, including the creation of transport infrastructure, bank protection and reconstruction of the embankment. At the expense of extrabudgetary funds, it is planned to create a complex of tourist infrastructure, including collective accommodation facilities, trade, leisure, entertainment and food facilities. The project will create more than 916 additional jobs, increase tourist flow by 123 thousand tourists per year;

"Amur" – in the Amur region. At the expense of budgetary funds in the Amur Region a complex of supporting cluster infrastructure is being created, including a sewage system, water supply, sewage, heat supply and sewage treatment plants. Extra-budgetary funds are directed to the creation of a complex of the tourist infrastructure of the cluster, including collective accommodation facilities, shopping facilities, leisure, entertainment and food, sports and entertainment complex. The implementation of these activities will create 300 additional jobs, increase tourist flow by 133.9 thousand tourists per year;

"North mosaic" – in the Republic of Sakha (Yakutia). At the expense of budget funds, the creation of a complex providing infrastructure of the cluster, including gas supply systems, transport infrastructure, power supply and communications, is being carried out. At the expense of extra-budgetary funds, a complex of the tourist infrastructure of the cluster is being created, including collective accommodation facilities, trade, leisure, entertainment and catering facilities. The project will create 162 additional jobs, increase tourist flow by 370 thousand tourists a year.

Responsible for the implementation of these activities is the Federal Agency for Tourism.

The list of priority actions in case of allocation of additional financing includes:

modernization of the material and technical base of cultural institutions located in rural areas;

creating and renting films about the Far East (introducing separate competitive nominations for films about the Far East in the systems of distribution of grants and budget support, creating a special public archive of video and film materials on the Far East, owned by the state and free of copyright, granting the right to preferential free use of the archive to all interested film companies);

support of regional cultural institutions located in the Far East;

creation of tourist and recreational cluster "Ortho go" (The Republic of Sakha (Yakutia);

construction of the National Library for 2 million volumes in

state support of cultural and educational, cultural, mass and cultural and leisure activities held in the Far East.

Implementation of the Program in terms of measures to advance the development of the Far East will create conditions for increasing the availability and quality of state and municipal services provided in the field of culture in the constituent entities of the Russian Federation belonging to the Far Eastern Federal District, including small towns and rural areas.

Iii. Priority directions of cultural development in the Baikal region

The program provides for measures to advance the development of the Baikal region, which includes the Irkutsk region, the Republic of Buryatia and the Trans-Baikal Territory.

The aim of the events is to create favorable conditions for the sustainable development of the cultural sphere of the Baikal region.

ensuring the development and strengthening of the material and technical base of regional and municipal cultural institutions of the Baikal region.

ensuring the development and strengthening of the material and technical base of cultural institutions;

the development of the tourist and recreation complex (tourist infrastructure) in the constituent entities of the Russian Federation that are part of the North Caucasus Federal District, and the promotion of the North Caucasus in the market of tourist services (including bundled products).

In this area in 2014 in the Chechen Republic created a tourist and recreational complex "Kezenoy Am", which made it possible to create 228 additional jobs and increase the tourist flow by 65 thousand tourists per year. By 2018, another 5 clusters will be created in the North Caucasus Federal District.

In the framework of the project to create a tourist and recreational cluster "Golden Sands" in the Republic of Dagestan (completion of works – 2018), transport infrastructure and a complex of tourist infrastructure will be created, including collective accommodation facilities, shopping, leisure, entertainment and catering facilities, which will create 60 additional jobs and increase the flow of tourists by 7.5 Thousands of tourists per year.

In the framework of the project to create a tourist and recreational cluster "Golden Dunes" in the Republic of Dagestan (completion of works – 2018), it is planned to create a complex of supporting infrastructure of the tourist and recreational cluster, including transport infrastructure, power supply systems, water supply, sewerage, heat supply and gas supply, as well as a tourist infrastructure complex, including collective accommodation facilities, objects of trade, leisure, entertainment and food, which will create 150 additional jobs and increase tourist flow by 5 thousand tourists per year.

In the framework of the project to create a tourist and recreational cluster "All-season tourist center "Ingushetia" in the Republic of Ingushetia (completion of works – 2018) it is planned to create a complex of supporting infrastructure, build a water supply system, gas pipeline, local treatment facilities and equip the adjacent territory, as well as create a complex of tourist infrastructure, including collective accommodation facilities, trade, leisure, entertainment and power supply. The implementation of these measures will create 520 additional jobs, increase tourist flow by 29.2 thousand tourists a year.

In the framework of the project on the creation of auto-tourist cluster "Zaragizh" in the Kabardino-Balkarian Republic (completion of work – 2018) a complex of tourist infrastructure will be created, including roadside hotels, motels and mini-hotels of superior comfort, entertainment facilities, catering facilities, roadside service complexes, as well as a supporting infrastructure complex, including including shore protection structures, transport infrastructure, heating and gas supply systems, water supply, sewerage and electricity. As a result, this will allow creating more than 320 additional jobs, increasing the tourist flow by 55 thousand tourists a year.

In the framework of the project to create a tourist and recreational cluster "Eco Resort Kavminvody" in the Karachay-Cherkess Republic (completion of work – 2018) it is planned to create a complex of supporting infrastructure of the tourist and recreational cluster, including transport infrastructure, a complex of tourist infrastructure, including collective accommodation facilities, shopping, leisure, entertainment and catering facilities. The implementation of these measures will create 270 additional jobs and increase tourist flow by 92.7 thousand tourists per year.

In 2018, it is also planned to complete the creation of a tourism and recreation cluster. "Eco Resort Kavminvody" in the Stavropol Territory. At the expense of budget funds, a complex of supporting infrastructure is being created, including the systems of power supply, gas supply, water supply and sanitation, transport infrastructure. The implementation of this project will create 650 additional jobs, increase the tourist flow by 32.7 thousand tourists per year.
