All citizens of Russia are insured by the Federal Law “On Compulsory Medical Insurance in the Russian Federation” in the compulsory health insurance fund. In order to use medical services for free, you need to get an OMS policy and attach to the clinic. The policy is issued by the insurance company of your choice, for this you need to have a passport and SNILS.

There are basic medical services that can be used throughout the state, and territorial, which differ slightly within a particular region. Dentistry by compulsory medical insurance can also be carried out free of charge Art. 35, paragraph 6 of Law No. 326-ФЗ “On Compulsory Medical Insurance in the Russian Federation”. A complete list of dental services is regulated by Art. 36 of Law No. 326-ФЗ “On Compulsory Medical Insurance in the Russian Federation” by the territorial compulsory health insurance program.

A list of dental services under the OMS program can be found in the table of tariffs for primary medical and sanitary specialized dental care in outpatient settings. For example, on the TF OMS SPB website this document can be found in Appendix 14, in the file “Supplementary Agreement No. 1 to the General Tariff Agreement for 2018”.

What kind of dental care can be obtained by OMS

Free dental services include:

  • medical examination and consultation;
  • treatment of caries and its complications (pulpitis, periodontitis);
  • opening periodontal abscess;
  • permanent tooth extraction (simple and complex);
  • X-ray, orthopantomography;
  • removal of dental plaque;
  • emergency dental care;
  • removing stuck foreign bodies, primary manipulations in the field of orthodontics;
  • trauma care, retraction of dislocated jaw bones.

Free drugs and materials:

  • materials for dental fillings (domestic preparations);
  • pain relief (lidocaine, novocaine);
  • composites, silicates and cements for dental treatment;
  • Consumables.

The clinic is obliged to provide you with a free painkiller and use free filling materials. You can also pay for another kind of filling – say, light-cured. But not by coercion, but voluntarily: as for the alternative, and not as for the only possible one. Deciding what to use is your right.

Do teeth cleaning, remove tartar, too, can under the policy OMS, but only manually. For a more pleasant view of this procedure, such as ultrasonic cleaning, you will have to pay.

Prosthetics and implantology, installation of braces, treatment of inflammatory periodontal diseases with the use of targeted tissue regeneration, restoration of teeth with the use of intracanal pins are paid services.

Is it possible to remove a wisdom tooth under the policy OMS

This is a complex type of removal, but it is included in the MLA, even if an operation is required. In this case, you have the right to choose a different type of anesthesia, and then you have to pay for it.

If the dental clinic for the removal of a wisdom tooth requires money from you, ask for what exactly. If for the fact that "it is difficult," and not for another type of anesthesia, insist on your right to receive the service for free.

If the doctor refuses to remove a tooth for free under the OMS policy, call your insurance company. Insurance representatives are your advocates in conflict situations in polyclinics. Check with them if you are eligible for free help and what to do if the doctor refuses to provide it.

Important: emergency dental care – for example, treatment of acute pulpitis (inflammation of the tooth nerve) or acute periodontitis (inflammation of the tissues surrounding the root of the tooth) – is independent of the place of attachment. You can call an ambulance by dialing 103, around the clock and for free.

How to find out which clinic you can go to

Not sure which dentistry is attached? Call your insurance hotline. Its name is indicated on the back of the CHI policy.

Remember that the policy is valid in all regions of the Russian Federation, so it is not necessary to receive medical services at the place of residence. It is possible to attach to the clinic in the place of temporary residence.

How to free teeth in a private clinic

Free dental care is also available in some private clinics: a number of commercial clinics participate in government programs and cooperate with insurance organizations that compensate for the costs of treatment under the OMS program. You can see their list in a special registry, which contains all clinics, hospitals, dispensaries and private centers that treat for free under the policy.

The register of your city can be obtained on the official website of the Territorial Fund of Mandatory Medical Insurance or by calling the insurance.

If you have an OMS policy, you can contact Art. 16 p. 1 of Law No. 326-ФЗ “On Compulsory Medical Insurance in the Russian Federation” to any clinic that is in the register. That is, if you live in Moscow, and are registered in Tambov, this is not an obstacle for contacting private dentistry.

You need to attach to a private clinic in advance to confirm that you are now her patient. If you do not, then you have to pay out of pocket.

You can attach to a private clinic in the same way as a regular clinic:

  1. Select a clinic from the registry.
  2. Call the registry, specify when you can come to attach. Sometimes you have to wait, since popular clinics may not cope with the flow of requests.
  3. Take with you a health insurance policy and a passport.
  4. After that, you can register with a doctor.

If you do not like the selected clinic, you can change it. But you can change the attachment of Art. 21 p. 2 No. 323-FZ “On the basis of protecting the health of citizens in the Russian Federation” only once a year, not counting cases of relocation to another city.
