Along with the mandatory requirements, the sanitary rules contain recommendations * on creating the most favorable and optimal conditions for the maintenance and upbringing of children, aimed at preserving and strengthening their health.

Sanitary regulations do not apply to pre-school groups located in the residential premises of the housing stock.

Previously constructed buildings of preschool educational organizations are operated in accordance with the project on which they were built.

· For children with phonetic-phonemic speech disorders over the age of 3 years – 12 children;

· For deaf children – 6 children for both age groups;

· For hearing impaired children – 6 and 8 children;

· For visually impaired children, for children with amblyopia, squint – 6 and 10 children;

It is allowed to organize mixed (mixed) groups of children in compensatory preschool educational organizations, taking into account the possibility of organizing a day regimen in them that corresponds to the anatomical and physiological features of each age group.

The recommended number of children in groups of combined orientation:

a) up to 3 years – no more than 10 children, including no more than 3 children with disabilities;

· No more than 10 children, including no more than 3 deaf children, or blind children, or children with disorders of the musculoskeletal system, or children with moderate mental retardation, severe, or children with a complex defect;

· No more than 15 children, including no more than 4 visually impaired and (or) children with amblyopia and (or) strabismus, or hearing impaired children, or children with severe speech disorders, or children with mild mental retardation;

· No more than 17 children, including no more than 5 children with mental retardation.

The territory is recommended to plant at the rate of 50% of the area free of buildings. For the regions of the Far North, as well as in cities in the conditions of the existing (dense) urban development, it is allowed to reduce landscaping to 20% of the area free of buildings.

Green areas are used to separate group sites from each other and separate group sites from the economic zone.

Planting trees and shrubs, poisonous and prickly plants is not carried out during the landscaping of the territory.

When designing preschool educational organizations, a place for wheelchairs and sleds is provided on the territory, protected by a canopy from precipitation.

For the regions of the Far North, as well as in cities in the conditions of the existing (dense) urban development, the area of ​​playgrounds can be reduced to 20%, provided that the principle of group isolation is observed and the needs of children in movement and appropriate development are met.

In the conditions of the existing (dense) urban development, taking into account the mode of organizing walks, it is allowed to use combined group sites.

For preschool educational organizations that provide services for the supervision and care of children, it is allowed to use equipped places for children’s walks and physical education classes located in squares, parks and other areas that are suitable for children’s walks and physical education.

It is allowed to install collapsible awnings, gazebos for use in the hot season.

Play equipment must be appropriate for the age of children and be made of materials that do not adversely affect humans.

In the conditions of the existing (dense) urban development, the absence of independent entry from the street is allowed.

In case of impossibility of the equipment of independent entry to the territory of the economic zone, the entrance of the motor transport to the economic site is carried out during the absence of children in the pre-school educational organization.

On the territory of the economic zone should be provided space for drying bedding and cleaning of carpets.

In dry and hot weather, it is recommended to irrigate the area at least 2 times a day.

In the winter, clearing the area (approaches to the building, paths, paths, recreation areas and games) from snow is carried out as needed, the use of chemicals is not allowed.

Waste incineration is not allowed on the territory of the pre-school educational organization and in its immediate vicinity.

Buildings of pre-school educational organizations may be detached, attached to residential buildings, administrative and public buildings (except administrative buildings of industrial enterprises), as well as built-in residential buildings and built-in attached to residential buildings, administrative buildings of public use (except administrative buildings enterprises).

It is allowed to place pre-school educational organizations in premises built into residential buildings, in built-in attached premises (or attached). If there is a separate fenced area, an independent entrance for children and exit (entrance) for vehicles are equipped.

On the third floors of buildings of preschool educational organizations it is recommended to place groups for children of senior preschool age, as well as additional facilities for working with children.

On land plots with difficult terrain, an increase in the height of up to three floors is allowed, provided the device exits the first and second floors at the level of the planning level.

In the existing buildings of preschool educational organizations it is allowed to re-equip the premises of the gymnasium or the music halls for group cells, provided that there is one of them for conducting musical and physical culture classes in it.

When placing preschool educational organizations in educational organizations, in buildings of social and cultural purposes, attached to residential buildings, administrative and public buildings, it is allowed to equip a single entrance to the preschool organization without division into groups.

It is allowed to use group for organizing sleep using pull-out beds or folding beds with a hard bed.

Bedrooms in the period of wakefulness of children are allowed to use for the organization of gaming activities and educational activities for the development of the basic general educational program of preschool education. At the same time, the mode of ventilation and wet cleaning should be strictly observed: a wet cleaning should be carried out in the bedroom no less than 30 minutes before the children sleep, with constant ventilation for 30 minutes.

In the dressing room (reception) for infants and young children up to one year, there is a place for stripping parents and feeding their babies with mothers. Bedroom for children of infancy and early age up to one year should be divided by a glazed partition into 2 zones: for children of infancy and early age up to one year.

For newly built pre-school educational organizations, the optimal group and bedroom area is recommended to be taken from the calculation of the standard area for one child (taking into account furniture and its placement) and from the calculation of the air exchange rate.

In pre-school educational organizations (groups), conditions must be provided for drying outer clothing and footwear.

In the newly constructed and reconstructed buildings of preschool educational organizations with up to 120 pupils and existing buildings, one common room is allowed for music and physical education.

In the presence of one hall in the preschool educational organization, it is recommended that an equipped physical training platform for physical education in the open air.

The toilet provides space for the preparation of disinfectant solutions.

The medical unit (medical room) must have a separate entrance from the corridor.

For the temporary isolation of the diseased, the use of the premises of the medical unit is allowed (medical or treatment room).

When placing a preschool educational organization (or groups) on the basis of an educational organization, it is possible to use the medical unit (or medical office) of this educational institution.

When placing a preschool educational organization (or groups) in attached to residential buildings (or to administrative and public buildings, as well as built-in residential buildings and built-in attached to residential buildings, administrative and public buildings), which does not provide medical office, allowed in the office of the head of the preschool educational organization, equipment for the temporary isolation of sick children, separated by a transformable partition.

It is not allowed to place group cells above the catering unit and the laundry room.

The composition and area of ​​the catering unit (buffet-dispensing room) are determined by the design task.

Space-planning solutions for food processing rooms should provide for a sequence of technological processes that exclude counter flows of raw and finished products.

Allocation of premises of the food processing unit on the first and second floors is allowed provided that it is designed in a separate unit (building). Premises for eating, a pantry for vegetables, the primary processing of vegetables (including for cleaning potatoes), washing containers and a waste chamber are projected on the first floor.

Storerooms are not located under the washing, shower and sanitary facilities, as well as production facilities with ladders.

In the basement it is allowed to store food products (vegetables, canned products) while ensuring the necessary storage conditions established by the manufacturer.

Storage rooms for food should be impermeable to rodents.

In the hot shop, a functional division of the room is allowed with the allocation of zones: processing of vegetables, meat and fish products and cold snack areas, subject to the sanitary and epidemiological requirements for the process of cooking.

On the food processing unit, working on semi-finished products, must come washed and / or peeled vegetables, semi-finished products of high readiness (meat, fish).

Employees of the catering department are allowed to use the service (staff room, changing room) and sanitary (shower and toilet for the staff) premises of the pre-school educational organization.

Joint storage of cleaning equipment and preparation of detergents and disinfectants intended for the food processing unit and other premises of the pre-school educational organization are allowed.

· A room or a place for undressing, equipped with lockers or hangers for outerwear and shoes for children and staff of groups. Indoors conditions must be created for drying children’s clothes and shoes;

· A group room for training sessions, games and children’s meals;

· A room or place for cooking, as well as for washing and storing tableware and appliances;

· Children’s toilet (with washbasin) for children.

The equipment of the sanitary unit for the personnel in the nursery of the toilet in the form of a separate closed toilet cabin is allowed.

Children’s toilet should be provided with personalized pots for each child who is actually in a group, a pre-school educational organization, and for children aged 5–7 years old personal toilet seats made of materials that are harmless to the health of children, allowing them to be treated with detergents and disinfectants , or disposable toilet seats.

All construction and finishing materials must be harmless to human health and have documents confirming their origin, quality and safety. It is possible to use wallpaper for interior decoration allowing wet cleaning and disinfection.

The decoration of the premises of the medical unit must meet the sanitary and epidemiological requirements of medical organizations.

Taking into account the climatic conditions, it is recommended that floors in group rooms located on the first floor should be warmed and (or) heated, with adjustable temperature conditions.

Children’s furniture and indoor equipment entering pre-school educational organizations should be made of materials that are harmless to children’s health and have documents confirming their origin and safety.

The premises of the preschool educational organizations (groups) of the compensating type are equipped depending on the implementation of the qualified correction of deviations in the physical and mental development of the pupils.

Cabinets for clothes and shoes are equipped with individual cells – shelves for hats and hooks for outerwear. Each individual cell is marked.

In the dressing rooms (or in separate rooms), conditions must be provided for drying outerwear and children’s shoes.

In the vestibules of newly constructed facilities of preschool educational organizations, it is allowed to install racks for toys used on a walk.

It is recommended to install changing tables and special tables with retractable chairs for feeding children 8 to 12 months near the pantry. A tank with a cover for dirty laundry is installed near the changing table.
